Headcrabs, zombies and other dangerous things
In order to increase the action and jobcount on our server, not to mention making it more awesome than others, is to have NPCs spawning.
For example, you could have, quietly, a group of headcrabs (Normal, fast, poison, whatever) spawning in a dark, quiet corner every few minutes, before they go postal and attack people around corners. They should be extra tough, else it'd get boring, and it'd a person or two to take the new job which I will explain later.
Another idea which should happen much less often is to have 'waves' or 'attacks' on the city. A huge amount of random NPCs, whether it be zombies or antlions, should spawn from the edges of the map, or, if it could be programmed right, burst through a wall. Everyone would have to take up arms in order to kill these critters. Obviously, they'd have to come in large numbers, but in slow waves so that people'd have the time to kit up.
Anyway, the JOB. "Animal control team" or whatever, the name doens't matter so much as the whole principle.
These people come equipped with 'capture' sticks which send the animals to a kind of jail if their health is below 50, medkits with a usage of 50 before they run out, and modified pistols and SMGs. The modification is that they don't use regular ballistic ammunition, but fire some sort of dart/laser/antitoxin bullet thats lethal to only the NPCs in question. Obviously they'd need a lot of ammo in case of a wave, more 100 at least (I mean, they're not 1 hit kill, you'd need several shots, even then they'd probably run out of ammo in a wave), and you don't want people taking the job just to go postal and shoot everyone.
